The Turkish defence industry is preparing to expand its footprint on the South American continent with a historic agreement. The Ecuadorian Armed Forces have returned to talks with Turkish armoured vehicle manufacturer Otokar to combat the country's increasing organised crime and gang warfare. As officially confirmed by Türkiye's Embassy in Quito, negotiations are ongoing during high-level meetings held in March 2026 for the procurement of up to 200 Cobra II 4x4 Tactical Wheeled Armoured Vehicles. This potential acquisition plan stands out as one of the largest military procurement projects in Ecuador's history.
The Ecuadorian military has been waging an almost internal war against drug cartels and heavily armed gangs in recent years. In this asymmetric warfare environment, security forces urgently need vehicles capable of manoeuvring in narrow urban streets while protecting personnel against improvised explosive devices (IEDs).
The Cobra II, developed by Otokar engineers, precisely meets this operational need. The vehicle offers high ballistic and mine protection while ensuring seamless mobility in challenging terrains thanks to its superior manoeuvrability. Additionally, the electro-optical sensors and remotely controlled weapon systems (RCWS) that can be integrated onto the vehicle provide the Ecuadorian military with absolute fire superiority in day and night conditions.
From a Fleet of 20 to a Massive Force of 200 Vehicles
The foundations of this strategic relationship between Otokar and Ecuador were actually laid in 2023. Within the scope of the initial agreement personally announced by Ecuador's then-President Guillermo Lasso, 20 Cobra II vehicles were purchased from Otokar and delivered to the Port of Guayaquil.
Over the past three years, these 20 vehicles have been actively used by the Ecuadorian Armed Forces in the hottest conflict zones. Their superior survivability and operational success on the ground have driven the Ecuadorian administration to expand the fleet to a massive scale. Negotiations, which accelerated in 2025, are now rapidly progressing towards the final decision stage with official delegation meetings in March 2026, also attended by our Embassy in Quito.
The Strategic Move on the Table: Possibility of Local Assembly
According to information reflected from international defence sources, this massive 200-vehicle package could go beyond a simple purchase contract. In a potential agreement, the Ecuadorian government plans for the vehicles to be delivered in annual batches of 40 units. Furthermore, within the scope of government-to-government (G2G) negotiations, the possibility of producing some of the vehicles in Ecuador by establishing a local assembly line is also among the strong options on the table. This would prove that Türkiye exports not only products but also technology and production infrastructure.
Turkish Momentum in Latin America
Ecuador's plan to potentially expand its preference for the Cobra II into a massive fleet of 200 vehicles certifies the reliability of the Turkish defence industry in global competition. If Otokar successfully concludes these negotiations, it will create a very strong reference for other South American countries facing similar internal security challenges (Colombia, Peru, Brazil, etc.).
With the armoured land vehicles it produces, Türkiye not only protects its own borders but is also transforming into a global technology actor shaping the national security strategies of countries thousands of kilometres away. The official signatures expected in the coming period could add a brand new chapter to the export records of the Turkish defence industry.
