A turning point has been reached in Türkiye's defense industry history. Otokar has signed an agreement with Romtehnica, a subsidiary of the Romanian Ministry of Defense, for the production of 1059 4x4 tactical wheeled light armored vehicles. This agreement has been recorded as Türkiye's largest single armored vehicle export contract.
The agreement is worth approximately 31 billion TL excluding VAT. The contract, which covers a total of 1059 COBRA II 4×4 armored vehicles and some integrated logistics support services, stipulates that the first 278 vehicles will be produced at Otokar's facilities in Türkiye, with the remainder manufactured locally in Romania. Deliveries are planned to begin in the last quarter of 2025 and be completed in batches over 5 years.
The signing ceremony took place in Bucharest, the capital of Romania. During the ceremony, Otokar's management team and officials from the Romanian Ministry of Defence met. Otokar had submitted a bid for the 4x4 Light Armored Tactical Vehicle procurement tender opened by CN Romtehnica SA (Romtehnica), a company affiliated with the Romanian Ministry of Defence, on March 20, 2024. Following the completion of technical evaluation, field tests, and commercial evaluation processes, Otokar received official notification from the tender authority on October 4th.
This agreement represents not only an economic success but also a strategic partnership. As a NATO member, Romania will use these tools to both strengthen its own security infrastructure and reinforce its defense industry cooperation with Turkey. This project enhances Otokar's global reputation and once again proves how competitive Türkiye's defense industry is in global markets.
