The Memorandum of Understanding for the establishment of the "Engine Excellence Center" within the TÜBİTAK Marmara Research Center Energy Institute by the Ministry of Science, Industry and Technology was signed on October 20, 2015, at the TÜBİTAK Gebze Campus.

“The "Engine Excellence Center" aims to create domestic manufacturers in Turkey for trucks, tractors and agricultural machinery, generators, construction machinery, and range extender engines. Within this scope, infrastructure will be established at the TÜBİTAK Marmara Research Center Energy Institute for the development of internal combustion engine dynamometers and emission measurement systems, vehicle propulsion system dynamometers, injector and pump test systems, test equipment for exhaust treatment systems, and electronic control units.
