The foundations of a giant strategic partnership in the fields of defence industry and military technologies have been laid between Türkiye, Qatar, Pakistan and Indonesia. The multilateral "Badr" Memorandum of Understanding, aimed at uniting the defence capabilities of four friendly and allied countries and transforming them into a global power, was formalised at a high-level ceremony held in the Qatari capital, Doha.
At the ceremony, attended on Türkiye's behalf by Minister of National Defence Yaşar Güler and Defence Industry Agency (SSB) President Professor Dr. Haluk Görgün, a wide-ranging action plan extending from defence manufacturing to joint R&D activities was put into effect.
Why "Badr"? The Symbolic Codes of an Alliance
The name "Badr" given to the memorandum carries a strategic message far beyond that of a randomly chosen code name. Meaning "full moon" in Arabic, Badr historically symbolises the victory of Badr, won through faith, unity and strategy. The fact that this immense union of four major Muslim countries in the fields of defence and technology bears the name "Badr" represents a power that illuminates the darkness among the allies, a shared vision, and a shared victory on the path to military-industrial independence.
Not Merely Buying and Selling, but "Joint Production and Integration"
The signed Badr Memorandum of Understanding carries visionary goals far beyond a classical arms trade between countries. At the centre of the agreement lie the development of modern defence systems, joint training of technical personnel, the combining of R&D efforts and, most importantly, cooperation in defence manufacturing.
With the process to be conducted under the coordination of the Qatari Ministry of Defence, the Pakistani Ministry of Defence, the Indonesian Ministry of Defence and Türkiye's Defence Industry Agency (SSB), the existing production capabilities of each country in the defence industry will be utilised with the highest efficiency.
Target: Meeting the Allies' Needs Together
This quadrilateral structure, established in Doha under the hosting of Qatar's Deputy Prime Minister and Minister of State for Defence Affairs, Sheikh Saud bin Abdulrahman bin Hassan Al Thani, with the signatures also of Pakistani Defence Minister Khawaja Muhammad Asif and Indonesian Deputy Defence Minister Marshal Yusuf Kohar, carries great economic and strategic potential.
With the Badr Memorandum, Türkiye's experience in unmanned aerial vehicles and land systems, Pakistan's nuclear and conventional defence infrastructure, Indonesia's vast production and market potential in the Asia-Pacific, and Qatar's financial and strategic strength will be integrated. In this way, the four countries will be able to meet not only their own security needs but also the defence requirements of other friendly and allied nations with modern systems they develop jointly.
