Ministry of Industry and Technology Launches Advanced Technology Mobilisation: HIT-30 Programme with $5 Billion Support Begins

The Ministry of Industry and Technology has announced the HIT-30 programme. Defence technologies will receive $5 billion, with substantial budgets allocated for electric vehicles, chips, batteries, quantum technologies and robotics. Tax incentives of up to 60%, grants of up to 20% and public procurement guarantees will be offered.

Minister of Industry and Technology Mehmet Fatih Kacır has announced the HIT-30 programme, which will open a new chapter in Türkiye's advanced technology investments. Stating that "innovation only transforms into true strategic power through industrialisation," Kacır announced that they have allocated a support budget of $5 billion for defence technologies alone. The programme aims to make Türkiye a global production hub across 10 strategic areas, ranging from electric vehicles and batteries to chips, quantum technologies, artificial intelligence and industrial robotics.

From Tax Breaks to Land Allocation: 7 Different Support Mechanisms in One Package

The support package to be offered under HIT-30 creates an unprecedented incentive ecosystem for technology investors. The programme brings together seven different support mechanisms under a single roof: tax incentives of up to 60 per cent, public procurement guarantees, employment support, grants of up to 20 per cent of investment, access to public testing and validation infrastructure, investment land allocation, and favourable financing of up to 70 per cent of the investment.

This package will enable innovative companies, particularly those operating in defence technologies, to scale rapidly and strengthen their production capacity. Kacır also extended an invitation to international investors, stating: "Türkiye, as Europe's manufacturing hub, is ready to host investments to accelerate the widespread adoption of cutting-edge defence technologies."

10 Strategic Areas, 10 Major Budgets

The HIT-30 programme covers 10 different areas shaped according to Türkiye's strategic priorities. Each call stands out with its multi-billion-dollar budget and ambitious production targets.

The largest items of the programme are defence technologies, electric vehicles and chips, each with budgets of $5 billion. The electric vehicle call targets an annual production capacity of 1 million units, while the chip call aims to establish infrastructure for domestic chip production at 65nm and more advanced technology nodes. With $4.5 billion allocated for the battery call, a minimum annual capacity of 5 GWh will be established, starting from the cell level.

A grant budget of $1.7 billion has been allocated for wind energy and $1 billion for R&D, while the solar call has been completed with a budget of $2.5 billion. Calls in the fields of data centres, artificial intelligence, quantum technologies and industrial robotics are also active.

"Scaling Hub" Vision in Defence Technologies

Perhaps the most strategic objective of the HIT Innovative Defence Technologies Call is to make Türkiye a "Scaling Hub" for international defence technology investments. The call will support the development, validation and commercialisation of dual-use deep technologies, including artificial intelligence, cybersecurity, space and autonomous systems.

This vision aims to take Türkiye's existing defence industry achievements to the next level. The ecosystem, which has thus far focused predominantly on system integration and platform production, will expand through HIT-30 to encompass critical sub-components, advanced materials technologies and deep-tech ventures. The call also includes integration mechanisms to strengthen collaboration between national security requirements and the industrial and R&D ecosystem.

New Horizons in Industrial Robotics and Quantum Technologies

One of the programme's notable pillars is the industrial robotics call. As of 2023, the number of active industrial robots in Türkiye reached approximately 26,413, representing a 15 per cent increase compared to the previous year. HIT-30 aims to achieve a minimum annual domestic industrial robot production capacity of 5,000 units and ensure localisation of critical components such as servo motors, reducers and servo drives.

The quantum call aims to establish Türkiye as a regional hub in this field, with plans to build high-capacity infrastructure capable of offering quantum computing services and to create a scalable quantum ecosystem accessible to universities and the private sector.
