Cooperation in the space field within the Organisation of Turkic States (OTS) has been placed on a concrete footing. On the margins of the 77th International Astronautical Congress (IAC) held in Antalya, the Space Industry Initial Framework Agreement aimed at developing cooperation capacity within the OTS was signed by Azerbaijan, Kazakhstan, Türkiye and Uzbekistan on 6 October 2026.
Scientific and Industrial Cooperation in the Turkic World
OTS Secretary General Ambassador Kubanychbek Omuraliev assessed the signing of the agreement as a tangible indication of the organisation's determination to advance scientific, technological and industrial cooperation across the Turkic World. The framework agreement aims to establish an institutional basis for the development of joint projects, capacity sharing and technology transfer in the space industry among member states.
Continuation of the Joint Cube Satellite Project
According to a statement by the Turkish Space Agency, the framework agreement constitutes a continuation of the existing cooperation under the joint cube satellite project conducted within the scope of the OTS. The agreement aims to carry joint efforts further and to lay the groundwork for future space projects. The Turkish Space Agency set out the long-term perspective of the cooperation with the message: "With our shared accumulation, towards a shared future in space."
Türkiye's Space Diplomacy at IAC 2026
The signing ceremony was held within the scope of the International Astronautical Congress, held in Antalya and regarded as the world's largest space event. The congress provided the stage for an intense week in terms of Türkiye's space diplomacy. At the same congress, the HÜRSAT-2 project contract was also signed between TUSAŞ and ROKETSAN. The fact that HÜRSAT-2 will be sent into orbit using ROKETSAN's ŞİMŞEK-1 satellite launch system had stood out as one of the concrete steps towards Türkiye's goal of independent access to space.
This agreement signed within the framework of the OTS is regarded as part of Türkiye's strategy to deepen its space cooperation not only at the level of bilateral relations, but also on a multilateral platform. The combination of the existing space capacities of Azerbaijan, Kazakhstan and Uzbekistan with the satellite production and launch capabilities Türkiye has recently gained could open the way for new projects at a regional scale.
