FNSS to Establish Factory Level Maintenance and Repair Center in Oman

The Ministry of Finance of the Sultanate of Oman and FNSS have signed an agreement for an “Oman Factory Level Maintenance and Repair Center”.

Within the scope of the Armored Personnel Carrier (PARS III) and Integrated Logistics Support supply contract signed between FNSS and the Ministry of Defence of the Government of the Sultanate of Oman on September 20, 2015, in which FNSS accepted its Industrial Participation and Offset obligations; the ’Oman Factory Level Maintenance and Repair Center Contract“ was signed between the Ministry of Finance of the Government of the Sultanate of Oman and FNSS on July 3, 2022.

In 2020, FNSS delivered 172 PARS III 6×6 and 8×8 vehicles in 13 different configurations to the Royal Omani Army, and also provided the end-user with Integrated Logistics Support capabilities necessary for the proper maintenance of the vehicles throughout their lifecycle. To further enhance these capabilities, a mutual agreement has been reached to provide the Royal Omani Army with a 'Factory Level Maintenance and Repair Center' under the Industrial Participation and Offset obligations of the current project.

Within the scope of this project, FNSS will be responsible for the architectural design and construction of the center, as well as the procurement and commissioning of all necessary machinery and equipment. Furthermore, FNSS will be responsible for creating the infrastructure that allows for the expansion of the facility to meet additional needs.

With the commencement of operations at the center to be located in Oman, Omani Royal Army personnel will be trained, on-site inspection and consultancy services will be provided, and technical and managerial expertise will be transferred to the Omani Army for the maintenance and repair of vehicles. Within this scope, FNSS will provide PARS III Factory Level Maintenance and Repair Technical Documents, prepare PARS III Factory Level Maintenance and Repair Interactive Electronic Technical Manuals (IETM), and conduct usage training. Furthermore, the project aims to develop the capabilities of local Omani companies for the production of selected defense industry spare parts.

With the “Oman Factory Level Maintenance and Repair Center,’ which FNSS will realize with the technology transfer and expertise it has gained over more than 30 years of service to users worldwide, the Royal Omani Army will gain a fully equipped center with expansion options that it can also use for future modernization needs, while ensuring that the delivered PARS III vehicles can be used more effectively and deterrently on the battlefield throughout their lifecycle. Through this project, FNSS will also contribute to supporting and developing Omani national industry, strengthening small and medium-sized enterprises in Oman, and creating training and employment opportunities.
